Baseline compliance means you have a lawful basis for each use of personal data, you collect only what you need, you tell people what you do with it, you secure it, and you honor their rights over it.
In the European market
GDPR applies to anyone processing the data of people in the EU, including foreign companies marketing into Europe. You do not have to be based in the EU for it to bind you.
